iSER Construction began as iSER Consulting in 2013, formed by Sue Sullivan following decades of experience as an executive, project manager, and activist supporting revitalization efforts in many of New York State’s distressed cities.
iSER’s team of construction services and project management professionals are committed to exceeding client expectations. Project deadlines, budgets, and communication processes provide the groundwork for expectation management. iSER approaches each project collaboratively with communication, accountability, and quality serving as the driving forces for success.
iSER’s Owner’s Representative Services manage both the big picture and the minutiae of every project. With highly visible on-site representation focusing on troubleshooting and quality, iSER’s 360-degree management approach ensures that all phases of the project run smoothly and in concert with one another.
Sue Sullivan

Building on more than 40 years of professional experience, Sue has successfully managed projects large and small, on time, and on budget. Sue built iSER Construction from a simple premise that efficient project management and accurate reporting yield the best outcomes for clients.
Sue has executed construction projects totaling in the hundreds of millions over her career. She understands the importance of creating efficient project systems, measuring progress against anticipated schedules, and keeps a keen eye to project budgets and reporting. Attention to detail, follow-through, and accountability are the skills that have led to successfully managed projects.
Listening to clients, recognizing unforeseen opportunities, and leveraging resources results in measurable returns for projects, at any stage of development. Sue’s experience in hospital operations, managing the inner workings of government, and public support enables iSER to develop consistent, effective communications to further client goals.
Sue holds a master’s degree in public administration from Marist College and completed her undergraduate work at Syracuse University.
Kevin Goggin
Vice President, Construction and Client Services
For decades, Kevin has successfully managed major construction projects for Fortune 500 companies, community-based organizations, and manufacturing/R&D clients. He is an expert at instituting systems to maximize efficiency, working directly with project owners to ensure their interests are represented every step of the way. Kevin communicates project priorities to clients and contractors, making sure budgets and schedules are met and all reporting submitted.
Kevin’s priority is always to minimize a clients’ costs while maximizing overall aesthetic effect, producing an environment that is as visually satisfying as it is efficient.
Over the course of his career, Kevin has successfully provided project management services for tenant fit-up renovations and new construction projects, coordinated design team/architect, engineer pre-construction activities, developed project budgets, construction schedules, budget tracking, and project close procedures, coordinated general contractor and owner direct vendor activities, negotiated vendor facility/equipment maintenance contracts, and managed facility/building maintenance services, among many other accomplishments.

Montefiore St. Luke’s Cornwall Hospital: $180 million Capital Development Program
USAI Lighting, New Windsor, NY: $12 million renovation, expansion, and remediation which included securing over $4 million in grants and tax credits, compliance and reporting, and project management services such as managing brownfield clean-up project, leading pre-construction planning, and coordinating specialty contractors.
International Headquarters, Hudson Valley Lighting: $18.5 million facility renovation/expansion which included selecting and managing project team, acting as owner’s representative before the town board, proxied by owner regarding contracts, negotiations, and authorizations, and helping to secure LEED Silver designation.
MPI Incorporated: $5.2 million renovation and expansion which included securing $1.6 million in grants and tax credits, securing reduced tax liability, establishing incentive reporting systems, and completing and submitting Excelsior Tax Credit reporting.
